Welcome to Building & Planning
 
The Planning Department is charged both with long-term planning and current planning functions. Long term planning includes such activities as creation, implementation and maintenance of the General Plan and related policy implementation. Current planning functions deal with land use, development and growth. The Planning Department is also responsible for gathering and disseminating planning information to the public, other City departments, the Planning Commission and the City Council.

Biggs General Plan Update
The general plan update started in September 2008 and completed in 2014. This community-wide planning effort identified community values and objectives, setting land use policies, and establishing direction for future growth and development. Generally, Biggs welcomes growth. How and where to grow is described in the General Plan. The City Sphere of influence was greatly expanded in 2016. The General Plan, Sphere Map and other items:
 
 
Building Permits and Services
Building permits and services for Biggs are provided by the Butte County Building Department and Butte County Department of Development Services. Their site provides online permit applications, parcel look up, building codes, contact information and many other resources.

Most projects should start with an email to or a visit to the City planning office. There you will be given advice, information, forms, and a roadmap to get what you need done. In some building situations, the Planning dept must first approve a site plan before a Building Permit can be issued. Situations such as garage conversions, building height changes, building additions, in-ground pools, any project that changes the footprint of a building and any project subject to City set-back requirements must first be approved by the Planning Department. 
 
Emails to the Planning department should include as much of the following as is available:
-Property Address
-Property APN (Assessors Parcel Number)
-Your name, phone number and email address.
-Your relationship to the property. EG: owner, renter, prospective buyer, Real Estate Agent, Appraiser, etc. 
-Description of your question and/or proposed project details.
